Todd Justice

Chad Heller

Chad came onboard in February 2020 with years of experience in the IT industry. He began his IT career with NASA while attending Salisbury University and was a critical team member for various orbital launch missions. His experience expands from supporting a variety of government agencies and contractors such as Northrup Grumman and Lockheed Martin, as well as projects for the United States Navy and the Marine Corps.

Chad is a true outdoorsman at heart and enjoys fishing, hunting, surfing and traveling the world with his wife and their three children.

Wallace Ritch

Better known as “Buster”, Wallace has been with ATS since 2010 and has extensive knowledge in telecommunications and IT infrastructure.

Buster has tremendous experience with Nortel, Avaya, Toshiba and NEC telephone systems. He is also well established at CAT5e, CAT6/6a and Fiber Optics installation and troubleshooting.

He is an avid dog lover and enjoys trail bike riding in his spare time, along with spending time with his wife.

Brian Downes

Brian joined the team in March 2021 and quickly proved himself as a key aspect of our support services. He holds an A.A.S degree with a focus in Support & Networking from Wor-Wic Community College and has over 10 years of experience in the industry.

He has a passion for IT and is continually honing his technology  skills. He is currently pursuing his CCNP certification.

Brian was born and raised on the Eastern Shore and in his spare time, he enjoys spending quality time with his fiancé and their son.

Todd Rudiger

Todd joined us in early September 2025 and brings with him years of knowledge in IT and cybersecurity. He has a Master’s Degree in Cyber Security as well as a Bachelor’s Degree in Information Technologies. He holds a certificate in Comptia Sec+.

Todd lives in Melfa, VA and enjoys golfing, sport shooting, Nascar and football.

We call him Rudiger or Todd 2.0 because having two Todd’s is confusing!

Frances Vance

Fran joined ATS in November 2025 with 12+ years of experience in technology services, with experience in the banking, hospital and restaurant (point-of-sale) industries.

She lives in Salisbury with her husband Timmy, son Maverick and stepson Brycen.

In her free time, you’ll find her spending time with her family and making custom crafts for her Etsy shop.

Susan Brittingham

Susan joined the ATS team in July 2024 with over 20 years of marketing and communications experience in varying industries including web design, information technology and propane/oil. She also has years of experience in freelance writing and graphic design.

Susan graduated from Salisbury University with a Bachelor’s Degree in Communication Arts and a minor in Graphic Design.

When not working, Susan enjoys attending and serving in her church, cooking, organizing and spending time with her husband Ryan and their daughter.

Amanda Ketterman

Amanda came on board in December 2024. She brings with her 17 years of administrative and managerial experience, specifically in the healthcare industry. She’s currently in pursuit of Bachelor’s Degree in Business with Wilmington University.

In her spare time, she serves at her local food pantry, and enjoys reading, cooking, going for walks and practicing yoga.

Some important things to her include God, her husband Tommy, her 2 daughters, her dogs and her friends.
